SEATTLE (Scrap Monster): The Chinese Nonferrous Metals Industry Association Recycling Metal Branch (CMRA) stated that overseas recycling companies must have to apply for no-cost qualification certificate in order to be eligible to export high-grade copper and aluminum scrap into China, under the new import system, which the country plans to introduce.
According to CMRA press release, all overseas recycling associations have been notified of the requirement. They will have time until 3rd September, 2020 to submit the application in paper or electronic forms. It noted that although the registration information is not mandatory, the qualified exporters will have priority for pre-shipment inspections. The China Inspection Group (CCIC) will continue to remain involved in the scrap exporting process, as before. Also, companies that already have AQSIQ certificates will have to reapply for the new certificate, CMRA release said.

The application time for qualification accreditation is within 20 working days from the date of issuance of the notice. The review committee is required to complete the written review and onsite inspection within 50 working days after the notice is issued.
Meantime, reports indicate that the new set of obligations by the Chinese administration received cols reception from exporters in North America and Europe.
