SEATTLE (Scrap Monster): The confederation of European steel and recycling trade associations pointed out that the imposition of outright ban on ferrous scrap exports from the region may hamper the regional industry.
The ongoing review of EU waste shipment regulations is expected to conclude in spring this year. Under the EU definition, ferrous scrap is being classified as “waste”. Consequently, there are high probabilities that the EU could limit the exports of these materials from the bloc.
The trade associations noted that free and fair trade of steel scrap as a commodity is crucial to recyclers not only in Europe, but also around the world. Steel scrap is regarded as a strategic resource, given the key role played by it in supporting the EU’s circular economy. The bloc should continue to promote availability of ferrous scrap to EU steel sector, said the European steel association, Eurofer.

The associations urged that the EU should consider limiting ferrous scrap exports only to those countries with appropriate environmental standards, rather than imposing a blanket ban on exports. The outright ban could hit the recyclers in the region and may impact the recycling rates as well, they noted.
Meantime, there is not yet any indication that the review will propose restrictions on ferrous scrap exports. Furthermore, restrictions, if any, will take effect only after at least one year from the date of conclusion of the review.
