Dakota County, MN Buys Site for Future Recycling Center

SEATTLE (Waste Advantage): Dakota County has acquired the land it needs to build a $24 million recycling facility in Lakeville, a project that will ease pressures on an existing drop-off center in Eagan and address rising demand for waste and recycling services. The county paid $4 million for the 12-acre site at 10222 215th St. W., according to a certificate of real estate value made public Tuesday. Scannell Properties is the seller. The property is just south of 215th Street, north of 217th Street, west of Jacquard Avenue and east of the future Javelin Avenue.

Dakota County says it’s planning the new building — dubbed The Recycling Zone Plus — in partnership with Scott County to serve residents in both counties. The center will receive household hazardous waste and recyclables, similar to the existing Recycling Zone in Eagan. With the project site in hand, the counties could begin construction in June or July and open the new building in fall 2025. But that timeline hinges on the counties’ ability to secure an additional $8 million in state funding, said Nikki Stewart, Dakota County’s environmental resources director.

“We’ll have to circle back to both county boards if we don’t receive state funding. It’s really critical that we receive that state funding,” Stewart said Tuesday. In 2021, the counties received $2 million from the Minnesota Pollution Control Agency’s Capital Assistance Program, but were eligible for up to $10 million, Stewart said. Complementing the state funding is $10.36 million from Dakota County and $3.64 million from Scott County.
