Circular Services Breaks Ground on $61M North Texas Facility

SEATTLE (Waste Advantage): Circular Services celebrated the groundbreaking of its new state-of-the-art recycling facility in Frisco, Texas, on March 18, 2025. The 120,000-square-foot, $61 million materials recovery facility (MRF) will serve McKinney, Frisco, and the surrounding Dallas metroplex area, enhancing recycling infrastructure and supporting local sustainability efforts.

“This project represents a major step forward for recycling infrastructure in North Texas,” said Joaquin Mariel, Chief Commercial Officer at Circular Services. For Mariel, who has led business development for Balcones Recycling, a Circular Services company, this project has been a long-term priority. “We have been working on this for more than a decade, recognizing both the opportunity and the need for enhanced recycling infrastructure in the region. With roots in Dallas since the 90s, we remain committed to advancing North Texas’ circular economy. By integrating the latest innovations in recycling technology with a strong focus on employee wellbeing and community engagement, we are dedicated to making this facility a model for sustainability and efficiency.”

During the ceremony, remarks were shared by Mariel; Luke Kingham, Principal at KDW, the firm that designed and is building the facility; Mayor Jeff Cheney, City of Frisco; and Mayor George Fuller, City of McKinney. Speakers emphasized the significance of the facility in advancing regional recycling efforts and its positive economic impact on the community.

The new facility is engineered to meet the region’s diversion goals, with a focus on maximizing recovery rates, ensuring employee safety, and maintaining the highest quality standards. Designed to accommodate the region’s high population growth and business expansion, the facility will serve as a circularity campus, able to house a variety of material management services for municipal and commercial customers. Key features of the facility will include:

  •          Cutting-edge sortation technology to achieve the highest recovery rates
  •          Energy-efficient design incorporating solar panels, passive lighting, and native landscaping
  •          Electric vehicle charging stations and other sustainability-focused infrastructure
  •          A drop-off center for residents to recycle materials outside of the residential curbside program

The facility is expected to create approximately 53 full-time environmental jobs and significantly contribute to the local economy. Once operational in Spring 2026, the facility will process single-stream recyclables for McKinney, Frisco, and other North Texas communities, prioritizing the sale of recycled commodities to North American markets.
