BIR Non-Ferrous Division Warns on Policies that Limit Scrap Trade

SEATTLE (Scrap Monster): The panelists at the Non-Ferrous Division meeting of the Bureau of International Recycling (BIR) 2021 Recycling Convention issued warning on policies implemented by Malaysia and India, which they fear will impact the imports of nonferrous scrap into these countries. The meeting also highlighted that policies in connection with EU’s Green Deal could limit export trade from the region.

Commenting on the issue, Eric Tan, president, the Malaysia Non-Ferrous Metals Association noted that is already engaged in negotiations with the Malaysian government to withdraw the set of import guidelines released by the inspection agency, which makes it mandatory for all scrap metal export cargoes to the country to be accompanied with pres-shipment inspection certificate. Also, the tight thresholds mentioned in the guideline would completely prohibit trade in stainless steel, brass and cast iron alloys, he added.

The proposed system for tracking scrap imports in India might lead to restricted imports into that country.

Murat Bayram, who works for EMR Ltd said that the planned export restrictions could lead to collapse of the green recycling infrastructure. Moreover, Europe does not have sufficient capacities capable of handling the huge volumes of scrap materials that are generated in the region.
