Safety Program Manager in


SWACO is currently seeking candidates for the Safety Program Manager position. The Safety Program Manager directs and controls the Safety Department, this position is responsible for the long term planning of the safety culture throughout SWACO. The incumbent will be a dynamic leader with the ability to excel the safety program within the organization and manage relationships with SWACO customers, consultants and vendors. The Safety Department provides safety programs and safety training for the entire organization as well as external constituents. The focus of this position is continuous improvement and monitoring the safety effectiveness throughout the organization. The incumbent exercises sound judgment and discretion with respect to safety compliance, business strategies, policy development, cost control, and fiscal responsibilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following (other duties may be assigned as needed; reasonable accommodations may be made to enable qualified individuals with disabilities to perform the essential functions):

Safety Program Management • Create, implement and provide oversight to all safety programs. • Develop, deliver and monitor effectiveness of safety training for internal and external constituents. • Develop long term plans with key performance metrics to improve safety culture. • Monitor and adjust programs for a safety focused culture.

Strategic Oversight • Establish, execute, monitor, and course correct key performance metrics to ensure continued compliance with all D.O.T. regulations, Public Employers Risk Reduction Program (PERRP) program requirements. • Develop short- and long-range plans and goals for the continuous improvement of safety programs including trend analysis. • Develop and oversee implementation of policies and procedures applicable to safety practices.

Process Improvement/Continuous Improvement • Lead the development and implementation of system improvements to increase efficiencies and reduce costs. • Assist with or manage projects within the Safety Department across all divisions. • Monitor and research progressive trends and industry advances in processes, equipment, and technology; make recommendations for new ideas to implement. • Build a culture of continuous improvement and learning. • Apply creativity, foresight, and mature maintenance judgment in all aspects of solid waste facility and fleet management. • Apply common sense understanding to implement and manage maintenance activities or solutions.

Administrative • Administer professional services contracts, approve invoices, and prepare project summary reports. • Provide cost, benefit, and return on investment analysis and reporting for programs, projects, and processes. • Solicit, evaluate, and manage the price, schedule and quality objectives of individual projects. • Prepare bid documents and manage the bid award process in the public arena. • Estimate cost, project budgeting, and schedule control. • Maintain a favorable working relationship with all federal, state, and local regulatory agencies. • Prepare technical and administrative reports for the Director of Operations and others as requested. • Attend and actively participate in various internal and external meetings; represent SWACO to customers and members of the public.

SUPERVISORY RESPONSIBILITIES • Overall responsibility and accountability for Safety Departments. Direct reports include a Safety Technician. Position also includes 1 or 2 levels of direct reports. Responsible for oversight of contractors as well. • Performs supervisory responsibilities in accordance with the organization’s policies and procedures and with local, state, and federal laws. • Responsibilities may include the following: interviewing, hiring, and training new employees; planning, assigning, and directing work; conducting performance management activities; rewarding and disciplining employees; and addressing complaints and resolving problems.

EDUCATION AND/OR EXPERIENCE (Qualified candidate will possess, at a minimum, the following education and/or experience) • Bachelor’s degree in Occupational safety, safety management, or related field required. • A minimum of two year experience in health and safety in the solid waste industry required. • A combination of five or more years of relevant experience, nationally recognized safety professional or manager certification, and/or trade school which provides the required knowledge, skills and ability for the position will be accepted in lieu of a degree. • Previous business management experience strongly preferred.

Additional skills may be required to perform additional tasks specific to work location, department, or line of business.

CERTIFICATIONS AND LICENSES • Valid Ohio Driver’s License required. • Valid Ohio CDL Class A Driver’s License is required.

PHYSICAL REQUIREMENTS • While performing the essential duties of this position, the individual is regularly required to sit, stand, walk, use fingers, reach with hands and arms, and speak and hear. • The individual may occasionally lift and/or move objects up to 25 pounds. • Specific vision abilities required by this job include near, far, corrected, and the ability to adjust focus. • This position requires performance of physical activities that require moving one’s entire body, such as in climbing, lifting, balancing, walking, stooping, twisting, and kneeling; considerable use of the arms and legs, including use of hands to finger, handle or feel; reaching with hands and arms; and talking and hearing. These activities may be required for prolonged periods of time. The employee must regularly lift, push, pull and/or move up to 25 pounds and occasionally lift, push, pull, and/or move 100 pounds or more. May also climb ladders, use power tools and noise producing tolls and equipment, work in heavy vehicle traffic conditions and enter into spaces with limited working area. Specific vision abilities required by this job include near and far vision, color vision, and ability to adjust focus.

WORKING CONDITIONS • Office environment with low exposure to heat, cold, noise, and dust. • Work may be performed near moving mechanical parts, in high precarious places and outdoors. Significant exposure to cold, heat, loud noise, chemicals, dust, fumes, mechanical hazards, and electrical hazards. • Must be available for emergency call and shift work.
