JOB DESCRIPTION

GENERAL ACCOUNTABILITY: The Regional Purchasing Manager's main responsibility is to supply the end users departments with their daily requirements to maintain consistent flow of operations and progress. Secondary is to manage the process of PO Creation, receiving, and the accounts payable process. Incumbent will purchase materials or other goods and/or coordinate activities involved with procuring products and services, such as raw materials, equipment, tools, parts, supplies, and advertise for establishment. Managing the accounts payable function will include implementation of cash discounts, managing the month end purchase order accrual and other accounts payable management duties. This position reports to the Regional Chief Accounting Officer and has four direct reports.

NATURE AND SCOPE OF THE POSITION: The Purchasing Manager must be versatile and a self-starter. Incumbent must be able to work without close supervision. Incumbent must also be able to understand and recognize a need and take the required actions. The Purchasing Manager will be responsible for ordering all parts and services required to ensure a smooth and orderly operation throughout the region, bid solicitation, arranging term and volume discounts, as well as managing sections of the accounts payable department.

SPECIFIC ACCOUNTABILITIES:

  • Receive and review requisitions requesting goods or services
  • Confer with vendors to obtain product or service information, such as price, availability, and delivery schedule
  • Selects products for purchase by testing, observing, or examining items and processes
  • Expedite orders and requests as needed
  • Locate the most advantageous sources of supply, regarding price, availability, quality, etc.
  • Complete purchases, rentals, etc. to obtain these goods and services to support daily operations
  • Review requisitions for authorization, completeness and accuracy
  • Solicit and evaluate proposals
  • Conduct negotiations with supplier base
  • Expedites the deliveries and also arrange receipt of same
  • Maintain all necessary records of purchases, quotations, prices and deliveries
  • Develop strong working relationships with suppliers and with internal departments
  • Develops, implements, enforces, and evaluates policies and procedures; developing processes for receiving products, equipment utilization, inventory management, plant delivery, and return shipments
  • Travel required to 7 CA locations on a monthly basis
  • Manage the accounts payable department regarding vendor maintenance, applicable discounts, month end accruals, and other month end related duties
