Wind River Environmental Group LLC (WREG) is a woman-owned small business providing air quality and related services to public and private organizations in the western United States. Our flexible organization ensures high quality services at a reasonable cost. We have comprehensive permitting, modeling, and compliance experience, and an in-depth understanding of Clean Air Act regulations, state and local air quality control requirements, and US Environmental Protection Agency (EPA) and Federal Land Manager (FLM) policy. We recognize the pressures of environmental compliance, as well as the expectations of regulatory agencies.

Our leadership in the environmental services field derives from the technical expertise of our Principals. Kathy McDonnell, Martha Hyder, and John Clouse are accomplished professionals in the environmental field, with an emphasis on air quality permitting, compliance, dispersion modeling, regulatory analysis, and control technology. Mr. Clouse has 30+ years experience in the air quality field. A former employee of the Colorado Air Pollution Control Division, he began his career as an inspector and advanced to manage the New Source Review (NSR) Section, the Compliance Monitoring Section, and the Program Operation and Development Unit. He now applies his regulatory knowledge to help client’s overcome their own permitting and compliance challenges.

Ms. Hyder has over 30 years experience in air quality permitting, modeling, and compliance assistance. Her areas of expertise include permitting and permit training, compliance with air quality permits and regulations, air dispersion modeling, Prevention of Significant Deterioration (PSD) and Class I area analyses, comprehensive environmental impact analysis, programming, technical writing and editing, and US Department of Energy/radionuclide issues.

Ms. McDonnell has worked in air quality/regulatory compliance and permitting for over 25 years. Her areas of expertise include emission estimates and inventories, air permit application preparation and review, regulatory review and compliance evaluations, Best Available Control Technology (BACT)/Lowest Achievable Emission Rate (LAER)/Reasonably Available Control Technology (RACT) analyses, and environmental impact analysis.

Our employees and our network of Technical Partners round out our team’s capabilities. Our employees expand our services to include lower cost options for tasks not requiring the level of experience and expertise that our Principals provide. In addition, we work with a select group of highly qualified individuals to extend our capabilities and to enhance the service and responsiveness we can provide our clients. These Technical Partners are generally people with whom we have worked for many years. Our clients receive the convenience of a single invoice for their services and ours, as well as a single rate structure. This flexible organization allows us to combine personal, client-focused service with the capabilities of a diverse team.

The quality of work we perform is of paramount importance. We recognize that the information we develop, and the professional conclusions and advice we provide, are used to support important management decisions. These decisions often involve the commitment of significant financial resources. As a result, we direct the full attention of our organization toward quality issues on each assignment.

Our experience and expertise. Our team members’ careers have developed in parallel with the Clean Air Act; we’re hardly newcomers to the discipline. Our team includes engineers, scientists, and regulatory experts, each with a proven track record. There’s no substitute for that kind of experience.

Our approach to projects. Staffing is critical to any project and our flexible organization allows us to provide the technical expertise appropriate for your needs. We keep our quality of services high and our costs in line by ensuring that each project team member is a contributing technical professional. Our Principals don’t just market or supervise, but instead actively participate in each project. In our organization, complex analyses are not delegated to inexperienced personnel. The correct expertise is applied to each challenge.

Our diverse perspectives. Consulting provides opportunities to see many problems and many solutions. The breadth is valuable ⎯ what’s learned on one project may be just the idea someone else needs down the road. But depth is important, too. Several of us have been responsible for ensuring that a facility is in compliance with environmental requirements on a day-to-day basis. We understand the importance of budget limitations, corporate policy, and corporate culture, and know that each organization has its own way of doing business. We’ve also been on the other side of the fence ⎯ working for regulatory agencies responsible for implementing and enforcing air quality regulations. We recognize that industry and agencies don’t always speak the same language or understand what drives the other. Our experience with both ensures our credibility as a go between.
