Spirit was founded in 2005 in Houston, Texas with four individuals, all of whom are still here today. We initially focused on providing cost-effective, industry-leading air quality consulting services to our customers and were founded on the principles of providing excellent quality deliverables and building integrity-based relationships. Over the past five years, Spirit has organically expanded to include a much broader range of services, additional industries served, and new office locations, but, most importantly, a fast growing team of talented individuals. Today, our team exceeds 35 professionals, and we are still proudly driven by our original values of excellence and integrity. NATURAL RESOURCE PLANNING (NEPA)
The Natural Resource Planning Group is skilled in providing clients with innovative solutions to project needs. We are experts in the Clean Water Act (CWA), United States Army Corp of Engineers (USACE) permitting, Bureau of Land Management (BLM) permitting, Federal Energy Regulatory Commission (FERC) support, U.S. Fish & Wildlife (USFWS) consultation, Texas Railroad Commission (TRRC) permitting, and Texas Commission on Environmental Quality (TCEQ).
We provide expert insight into federal and state oil and gas regulations and deliver cost-effective solutions that conserve resources, promote sustainability, and comply with applicable regulations. Spirit will evaluate each project to determine which agencies will require environmental permitting and establish a lead agency. We can provide insight to the USACE Permitting Process, utilizing either Nationwide Permits or Individual Permits, to make sure that the project can proceed in the quickest manner. Should a project become federalized and trigger the NEPA process, Spirit Environmental routinely supports our clients' needs for NEPA documentation through the conduct of specialty studies and analyses as necessary to comply with each regulatory agency's unique permit application requirements.
The National Environmental Policy Act (NEPA) requires all federal agencies to integrate environmental values into their decision-making processes by considering the environmental impacts of their proposed actions and reasonable alternatives to those actions. This is accomplished by preparing an Environmental Assessment and, if necessary, an Environmental Impact Statement of the impact of any federal decision or action that can affect the human environment. In their implementation of NEPA, most federal agencies have shifted the burden of developing the information necessary for such assessments to the applicant seeking permits, approvals, or other actions on the part of the federal government.
