Spetstrans LLC is a regional waste management operator in the Kostroma region

According to the Federal Law of June 24, 1998 No. 89-FZ “On Production and Consumption Waste”, from the moment of transition to a new regulation in the field of municipal solid waste management (hereinafter referred to as MSW) on the territory of a constituent entity of the Russian Federation, collection, transportation, processing, disposal, disposal , MSW disposal is provided by the regional operator in accordance with the MSW Management Rules approved by Government Decree No. 1156 dated November 12, 2016 (hereinafter - Decree No. 1156), the regional program and the territorial scheme.

In 2019, a new waste management system should be launched throughout the Russian Federation. The process of selecting regional operators has almost passed throughout the country. In the Kostroma region, the new system is also starting to work. On December 22, 2016, Order No. 576 of the Department of Natural Resources and Environmental Protection of the Kostroma Region approved a territorial scheme for waste management, including municipal solid waste, of the Kostroma Region, divided into three zones of activity. Based on the results of the competitive selection conducted by the Department of the Fuel and Energy Complex and Housing and Communal Services of the Kostroma Region, on May 29, 2018, an Agreement was signed with Spetstrans LLC on the organization of activities for the treatment of MSW in the Kostroma Region in the area of ​​activity No. 3. The status of the Regional Operator was assigned from the moment of signing the Agreement until 12/31/2026. The regional operator will start direct performance of its duties from January 1, 2019.

The main objectives of the regional operator are:

- timely disposal of waste;

- control of flows of municipal solid waste and cessation of the formation of unauthorized dumps; - extraction of useful fractions by 2026 from 80% of waste generated;

- environmentally friendly disposal of waste;

- phased introduction of selective collection on the territory of the Kostroma region.

The company has been creating and developing infrastructure for waste management in the Sharya region since 2008.

The company operates a landfill for waste disposal, which has recently been equipped with a waste sorting complex with a capacity of up to 50 thousand tons per year. The entire infrastructure is being developed through private investment, and new jobs are being created.

The waste sorting complex allows you to extract and transfer secondary resources for recycling and reuse - paper, cardboard, metal, textiles, glass, plastic and other recyclable materials.

The area of ​​activity of the regional operator includes 14 out of 30 municipalities of the Kostroma region: urban district of the city of Manturovo, urban district of the city of Sharya, Vokhomsky municipal district, Kadysky municipal district, Kologrivsky municipal district, Makaryevsky municipal district, Manturovsky municipal district, Mezheyskoy municipal district, municipal district city ​​of Neya and Neisky district, Oktyabrsky municipal district, Pavinsky municipal district, Ponazyrevskiy municipal district, Pyshchugsky municipal district, Sharyinsky municipal district.

The territory for building a system for the treatment of MSW is quite large, many settlements are significantly remote, both from the waste disposal sites indicated in the territorial scheme, and from each other.

In accordance with the Territorial Scheme, MSW will also be sent for disposal to a waste disposal facility in the Neisky District and to a solid waste landfill in the Manturovsky District. For the gradual maintenance of the entire third zone, we are acquiring new garbage collection equipment with higher garbage compaction coefficients. In total, today the company uses 22 units of garbage collection equipment.
