The Entre-deux-Mers-Ouest Syndicate for the Collection and Treatment of Household Waste (SEMOCTOM) was created by prefectural decree of January 28, 1980. It is a closed mixed syndicate under the General Code of Territorial Collectivities and therefore a public service.

Bordered to the north and to the south by two rivers (the Garonne and the Dordogne) which gave the name to the territory of "Entre-deux-Mers", it is located to the south-east of the Urban Community of Bordeaux and s' extends over an area of 666 km². It partially or totally brings together 7 communities of municipalities as well as part of the agglomeration community of Libournais (CALI).

As a public union, the role of SEMOCTOM is defined by statutes and provides for specific missions:

The collection and treatment of household and similar waste;

Collection, sorting, recovery of recyclable materials;

The construction and operation of waste collection centers, recycling centers;

The collection and treatment of recoverable waste (WEEE, clothing, furniture, oils, batteries, batteries, wood, furniture, etc.);

The collection and treatment of bulky items and any other waste;

The collection and treatment of green waste and bio-waste; Marketing of products; Prevention and communication actions
