An initiative of the tire suppliers

On April 1, 2004, the then Ministry of Housing, Spatial Planning and the Environment (I&M) introduced the Vehicle Tire Management Decree (Bba). In order to fulfill the responsibilities set out in this Decree, the Band and Environment Association has set up a collection and processing system, RecyBEM. The RecyBEM system is a success. Tire suppliers fulfill their obligations under the Bba by joining the Association of Tire and Environment.

The RecyBEM system has been declared generally binding by the Ministry of Infrastructure and the Environment (AVV). This means that RecyBEM has the force of law. For every new car tire that is brought onto the Dutch market, the waste management contribution must be paid to the Stichting Fonds Band en Milieu.

RecyBEM-certified collection companies collect a used tire for every new tire that the members of the Association of Band en Milieu bring to the Dutch market as a producer or importer of passenger car tires. This makes the market coverage almost one hundred percent. The tires collected are processed in an environmentally responsible manner and find new life in numerous applications. The percentage of recycled raw materials destined for the production of new tires is growing. Old tires are increasingly being used in car parts for new cars.
