The history of the creation of the largest environmental protection enterprise in the North-West - "Plant for mechanized processing of household waste" begins in 1965. It was then that the decision was made to design an experimental plant for mechanized processing of household waste in Leningrad. The project was developed by the following organizations: Institute "Giprokommunstroy", Academy of Public Utilities named after Panfilova and the LenNIIkommunmash Institute. The pilot plant MPBO was designed and built by Russian specialists, taking into account foreign experience. The use of unique engineering and environmental solutions
in design, construction and subsequent continuous improvement of production processes provided the MPBO Experimental Plant with the status of an intensively and evolutionarily developing enterprise of the XXI century.
In 1970, the first in the USSR Pilot Plant MPBO with a capacity of 400 thousand m 3 / year was put into operation at the address: Leningrad, Volkhonskoe shosse, 116. Most of the workers of the plant took part in its design and construction. The increase in the capacity of the MPBO Pilot Plant to 900 thousand m 3 / year was achieved already in 1973.
9 years later, in 1982, an industrial thermal processing (pyrolysis) unit with a capacity of 30 thousand tons / year was built and put into operation.
The needs for processing waste of Leningrad increased along with the development of the city and the growth of the population. In 1987, by the decision of the Leningrad City Council of 04.05.1987, No. 347, a directorate was created in the system of the Territorial Production Specialized Transport Association "Spetstrans" to perform the functions of a customer for the construction of a waste recycling plant No. 2 in the village of Yanino.
On December 22, 1994, the official opening of the MPBO-2 plant took place with the participation of the mayor of St. Petersburg Anatoly Aleksandrovich Sobchak. By 1995, the MPBO-2 plant reached its design capacity of 600 thousand m 3 / year.
The company continuously worked to improve production processes. In 2000, the technology of waste biocomposting at the MPBO-2 plant was modernized with an increase in capacity to 750 thousand m 3 / year, and as a result of modernization in 2003 and 2006. productivity increased to 900 thousand m 3 / year.
The enterprise developed and expanded during 2006-2007; it included branches - an experimental plant MPBO and a solid waste landfill in Novoselki.
The plant continued to increase its production capacity and by 2009 the productivity increased to 1,070 thousand m 3 / year. The amount of selected secondary raw materials has increased, work has been completed on the improvement of the administrative and economic complex, the territory of the plant, new equipment has been put into operation, the vehicle fleet of the plant's special equipment has expanded.
In 2015, at the request of the Committee for the Improvement of St. Petersburg, a project for the reclamation of the Novoselki landfill was developed and a positive conclusion of the state ecological expertise was received. The project provides for the main measures for two stages of reclamation: technical and biological.
2018 became one of the turning-point and significant periods in the history of the enterprise: according to the results of the competitive selection, St. Petersburg State Unitary Enterprise "Plant MPBO-2" was assigned the status of a regional operator for handling solid municipal waste in St. Petersburg. This means that in the next 10 years the enterprise will ensure the management of municipal solid waste on the territory of the northern capital of Russia.
