Piedmont Municipal Power Agency (PMPA®) is a joint action agency formed by ten municipal electric utilities in the northwest section of South Carolina. The Agency provides wholesale electric services to its Members primarily through a 25 percent ownership interest in unit 2 of the Catawba Nuclear Station, located in York County, South Carolina.
PMPA is governed by our Board of Directors and operates in the public arena. One director and one alternate are appointed from each Member by the elected city councils or utility commissions governing the local utilities.
PMPA provides our Public Power Communities reliable, competitive, wholesale electric and other value-added services.
Through membership in PMPA, the ten city utilities pool their resources to take advantage of economies of scale. PMPA as a whole, can accomplish things that would not be possible for one city utility to do alone. Economic development is one arena that benefits immensely from the economies of scale.
In fact, PMPA offers ED rates to its Member cities which lower the Members' costs of serving new large commercial and industrial customers. In addition to the obvious cost savings of combined resources, PMPA provides a forum for collaborative, long range planning that benefits its Member utilities by maximizing the value of every expenditure. Combined efforts in legislative affairs is another area in which PMPA's Members benefit from joint action.
PMPA provides electric service to more than 100,000 residential, commercial and industrial customers through its ten wholesale member utilities. The agency's corporate office is located in Greer and it has a staff of fourteen employees.
PMPA's Members are actively involved in the economic development arena. To foster theses efforts, PMPA offers discounted, economic rates to its Members to serve qualifying customers. PMPA is also a board-level participant in the Upstate Alliance, a regional economic development organization.
In addition to electric service, all of PMPA's Members provide water and sanitary sewer services, and some provide natural gas. Further, some are owners of industrial parks. This makes PMPA's Members "one-stop shops" for prospective companies searching for new or expanded locations.
PMPA's Members provide utility services to many top-name companies including BMW, Kraft, Shakespeare, and Milliken.

Piedmont Municipal Power Agency, PMPA, is a joint-action agency incorporated in 1979. The agency was formed by, and continues to provide wholesale electric services to, ten municipal utilities in the upstate of South Carolina. These ten member utilities serve the cities of Abbeville, Clinton, Easley, Gaffney, Greer, Laurens, Newberry, Rock Hill, Union and Westminster.
PMPA was created to purchase an ownership interest in the Catawba Nuclear Station in order to secure a reliable source of electric generation for its member utilities.
In 1975, Duke Power approached its existing wholesale electric customers in the Carolinas, including the ten PMPA utilities, to request assistance in financing Catawba. During this time, the region was undergoing significant growth, and the entire country was in the middle of an energy crisis. There was not enough generation to meet current demand, much less future growth. Additionally, electric rates were rising rapidly because of the exponential price increases in traditional fuels.
PMPA is governed by a Board of Directors and operates in the public arena. One director and one alternate are appointed from each Member by the elected city councils or utility commissions governing the local utilities.
This group is the governing body for the agency; it approves all budgets, sets rates, oversees rate designs, and develops services to be offered to each participating utility. Because the utilities in each of PMPA's Member cities are managed on a local level, the customers of the utility have almost immediate access to decision making utility officials.
