According to San Diego Gas and Electric, rates are being adjusted to "reflect the costs of service provided to customers. The costs of providing safe, reliable energy include ongoing investments in the technology, infrastructure, equipment and the people required to build, maintain and operate the regional power grid. It's also for the wires, meters and services used to deliver energy to homes and businesses".Residential electric rates will increase double-digits as a percentage for the average customer - an increase of over 10% will be incurred by the average customer in 2017 and the average rate is expected to be over $0.25/kWh.
The CPUC revised the SGIP on 7/01/2016 with significant changes to program funds allocation and advanced energy storage systems (batteries). The revision changed the allocation of incentive budgets to be split between energy storage and energy generation. Energy storage was allocated 75% of program funds.Funding for 2017 is approximately $77 million. For projects 30 kW or larger, 50% of incentive will be received up-front; 50% will be received based on actual kWh production over the first 5 years. For projects under 30kW, 100% of the incentive will be paid up front with a maximum incentive of $5 million, or 60% of eligible project costs, whichever is less.
California Assembly Bill (AB) 693, enacted on October 8, 2015, established the Multifamily Affordable Housing Solar Roofs Program. Funding of up to $1 billion over 10 years was allocated to the program and is intended to benefit low-income renters resideing in eligible affordable multifamily properties.Beginning in 2017, AB 693 provides up to $100 million per year for up to 10 years for eligible affordable multifamily housing properties. Funds are available through the Cap and Trade Auction revenues established with the passage of the Global Warming Solutions Act of 2006 and are administered by the California Public Utilities Commission and made available through rebates on qualifying energy systems.
