Heartland provides wholesale electric energy to 29 cities and municipal electric systems in South Dakota, Minnesota and Iowa. We also provide energy solutions to six public institutions in South Dakota and have short-term block or unit contingent contract requirements with Basin Electric Power Cooperative and North Iowa Municipal Electric Cooperative Association, and the cities of Stanhope and Auburn, Iowa and Garden City, Kansas.
Heartland is capable of providing supplemental, partial or full requirement energy, depending on the needs of each of our customers. We serve primarily rural, agricultural communities with populations under 3,000.
Heartland is governed by a ten-member board of directors, each member elected to represent a designated subdivision within the district. Directors are elected on a non-partisan basis in the general election for terms of six years.
Heartland's original nine subdivisions were established in 1969 and include virtually all rural areas of the 36 counties in eastern South Dakota. Subdivision 10 is made up of the cities of Groton, Madison and Volga, South Dakota. These cities later elected to be annexed into the district.
Our board emphasizes reliable and economical generation and delivery systems. Heartland's board has the ultimate decision making authority for rates and power supply. Board meetings take place at Heartland's headquarters on the second Tuesday of each month and are open to the public.
