About Company

The Delaware, Knox, Marion, Morrow (DKMM) Solid Waste District was formed by the four counties’ commissioners in 1989, in response to passage of HB 592. The District is a legal political subdivision of the State of Ohio. The District's population is 336,463 (2010 Census).

The District is funded by a $6.00 per ton contract fee on municipal solid waste generated within the District. This fee is collected from designated landfill and transfer station operators. DKMM’s contract fee is not a county tax but a legal district fee collected by DKMM.

The District's Policy Committee develops a solid waste management plan that meets the Ohio Environmental Protection Agency (OEPA) requirements according to Ohio law.

The District's Board of Directors consists of twelve county commissioners from its four county members. The Board is charged with implementing the District Plan as written by the Policy Committee and ratified by its political subdivisions.

DKMM funds programs that provide education about and alternatives to disposal of generated wastes. These programs include: recycling, composting, education and awareness, solid waste environmental enforcement and monitoring, and household hazardous waste/electronics/scrap tire collections. DKMM provides grant funding to both private and public-sector entities to improve existing or implement new effective waste management programs.

DKMM's two person staff consists of a Director, and a Fiscal Administrator. DKMM provides  funding to each of the four county commissioner offices that supports a full-time program manager in each county. DKMM also provides funding to each of the four health departments in the District to provide environmental law enforcement. DKMM contracts with private service providers to collect recyclable material deposited by residential generators at our 48 drop-off sites throughout the District. DKMM funds four compost operations for District's residents use - one in each county.

To manage the District’s current and long-term solid waste disposal needs in an environmentally responsible and cost-effective manner while reducing reliance on landfills by implementing waste reduction, reuse, and recycling strategies.
