From humble beginnings in 1910 in Pittsburgh, Pennsylvania, Chester Engineers has evolved into a world class leader that specializes in water, wastewater, environmental and energy management solutions. In the early years, Chester designed exceptional wastewater treatment facilities for local municipalities across 17 states, building a name and a reputation for excellence. Beginning in 1941, the company redirected focus to assist in World War II production efforts, designing water and sewer systems for military ammunition plants, synthetic rubber production facilities, and new and expanding military bases. This strategy paved the way for Chester’s move into industrial markets, and their industrial businesses continued to grow over the next 30 years. In the mid-1970s, the firm established regional offices in cities including Ann Arbor, MI and Huntington, WV, establishing a local presence to better serve municipal and industrial clients in those areas.  In 1987, Robert O. Agbede formed Advanced Technology Systems, Inc. (ATS). Under his leadership, the company grew rapidly as a leader in engineering, design, and construction management services. Chester Engineers and ATS collaborated often, including a historic joint venture to manage the Pittsburgh Water and Sewer Authority Capital Improvement Program. ATS acquired the core Chester municipal group in late 2003 and became ATS-Chester Engineers. After two years, the decision was made to return to the Chester Engineers name, while still maintaining the integrity, capabilities and expertise of both companies.  As a member of the Chester Group, Chester Engineers is leading the way in the global marketplace as a premier regional water and wastewater treatment engineering and management firm; our strong national footprint has expanded with strategic international affiliations in markets in the Middle East, Caribbean and Africa.
