ADI ECODOLJ Intercommunity Development Association for Waste Management, with headquarters in Craiova, N. Titulescu str., no. 22. building B, floor 1, number and date of registration in the special register: 81/03.11.2009, CIF: RO26186870 is a legal entity under private law, with public utility status established in accordance with the provisions of the Local Public Administration Law no. 215/2001, republished, with subsequent amendments and additions, of the Law on community services of public utilities no. 51/2006, with subsequent amendments and additions, of the Locality Sanitation Service Law no. 101/2006, with subsequent amendments and additions, of Government Ordinance no. 26/2000 regarding associations and foundations, approved with amendments and additions by Law no. 246/2005, as well as Government Decision no. 855/2008 for the approval of the constitutive-framework deed and the framework statute of the inter-community development associations whose object of activity is public utility services, as a legal person under private law, with public utility status. The activities that ADI ECODOLJ coordinates are:

Separate collection and separate transport of municipal waste and similar waste from commercial activities in industry and institutions, including fractions collected separately, without prejudice to the flow of waste electrical and electronic equipment, batteries and accumulators;

The collection and transport of waste from homes, generated by their interior and/or exterior remodeling and rehabilitation activities;

Organization of processing, neutralization and material and energy recovery of waste;

Operation/administration of transfer stations for municipal waste and similar waste;

Sorting municipal waste and similar waste in sorting stations;

Collecting animal carcasses from the public domain and handing them over to slaughterhouses or neutralization facilities;

Administration of waste depots and/or installations for disposal of municipal waste and similar waste.

The purpose of the Association is to promote and represent the interests of the member administrative-territorial units, in relation to: a) the promotion, financing and joint implementation of the "Integrated Waste Management System in Dolj County" Project, with non-refundable financial assistance from the European Union through the Program Operational Sectoral Environment, Priority Axis 2, Major Area of ​​Intervention 1 "Development of integrated waste management systems and expansion of waste management infrastructure"; b) the joint management of the sanitation activities mentioned above c) the establishment, organization, coordination, regulation, financing, monitoring and control of the supply/performance of the activities; d) operation, administration and joint operation of the public utility systems related to the activities; e) the joint realization of public investment projects for the rehabilitation, modernization and development of the technical-building infrastructure related to the activities, based on a common local strategy for the development of the activities and related public utility systems, approved at the level of each member administrative-territorial unit by decisions of the authorities (including the exploitation activities of the transfer/sorting/composting stations built by the Project, as well as the transport of waste from them to the compliant warehouse).

The association has the role of concluding, in the name and on behalf of the member localities, including in the name and on behalf of Dolj County, the contracts for delegating the management of the above-mentioned component activities of the sanitation service, contracts that will be awarded to some operators through a public auction.

After the entry into operation of the Integrated Waste Management System in Dolj County, the Association will also approve the tariffs and monitor the contracts for delegating the management of legal activities concluded by the associates, and which are ongoing at that time.

The common interest on which the establishment of the Association is based is the general interest of the inhabitants of the member administrative-territorial units for improving the quality of the provision of Activities, under the conditions of tariffs and/or taxes that respect the limits of the population's affordability and the "polluter pays" principle. achieving and complying with European standards regarding environmental protection, as well as increasing the capacity to attract funds to finance the necessary investments in the technical-building infrastructure related to the Activities.
