The WCRA is a non-profit organization dedicated to the preservation of the environment. Its primary objective is to reduce the amount of solid waste being sent to area landfills.

The Recycling Association began in 1990 and the first collection was held by the old McDonalds on Highway 30 on the east side of Blair, Nebraska. The collection site was moved to the street west of North Elementary School in Blair where recyclables were gathered into semi-trailers. Two years later in 1992, the drop-off point was moved to a permanent location just south of Highway 30, where the present day animal shelter is located. The Association operated in this area for 7 years until the Highway 30 overpass forced another move in 1999 to its current location at 3rd & Colfax Streets in east Blair. Here, with the help of a Nebraska State environmental grant, a large building was constructed. In 2002, the building was expanded to provide more storage area. Today, the area is bustling with traffic on Saturday mornings as people from throughout the county drop off recyclables at the center.
