Founded in 1836, the Texas General Land Office (GLO) is constitutionally charged with managing the State of Texas resources to benefit the Permanent School Fund. In 1999, the 76th Texas Legislature authorized the State Power Program (SPP) under Chapter 35 of Senate Bill 7, Texas Utilities Code, making it the only legislatively enabled provider for electricity and related services solely to Public Retail Consumers. Cavallo Energy Texas LLC (Cavallo) serves as the authorized vendor for the GLO in administering the State Power Program.  As a client of the GLO, your retail supply is supported by industry leading investment grade credentials. As a State agency, the GLO carries a AAA rating from the three-major rating agencies, providing unsurpassed financial security, access to competitive supplies, and stability found nowhere else in Texas' retail market. As an added strength for GLO customers, State Power Program wholesale service provider, Cavallo, is backed by one of the largest competitive energy retailers in the United States, Champion Energy.  The services team supporting the GLO have consistently been recognized by J.D. Power and Associates for quality and exemplary customer service.  Cavallo has access to significant independent credit support and utilizes a Level IV Qualified Scheduling Entity, the highest level in Texas. This double layer of financial security offers stability to GLO customers with investment grade credit support at both the retail and wholesale level. Cavallo purchases wholesale power on behalf of the GLO through credit and supply arrangement with EDF Trading North America (EDF) and others.  The GLO energy supply is procured in the regions where usage occurs versus utilizing more risky supply approaches (that depend solely on real time market and sourcing only from an affiliates generation, or sourcing from generation units or congestion areas not related to meter locations) that place consumers at risk of price volatility or pass-through charges.  Through daily involvement in the market, we optimize loads in real time and day-ahead from market volatility.  Our 24-hour Real Time Desk (located in Texas) performs load and generation scheduling to ERCOT.
