Delta Diablo (District) provides water resource recovery services for the City of Antioch, the City of Pittsburg, and the unincorporated community of Bay Point, serving a population of nearly 200,000. The water resource recovery services consist of secondary treatment of wastewater, recycled water production and distribution, pollution prevention, energy recovery, beneficial reuse of biosolids, street sweeping, and household hazardous waste collection. The District’s largest asset is its staff of dedicated employees who keep the system running 24 hours a day, 365 days a year. Science education and pollution prevention activities continue to be an important component of the Delta Diablo (District) community engagement program.Each year over 700 local 5th grade students are sponsored to participate in science programs on board the Delta Discovery Voyages research vesselRobert Brownlee.

Street sweeping is an important pollution prevention function provided in our communities. It is required under State and Federal regulations related to the Clean Water Act. State stormwater regulations also require street sweeping as a component of our agency’s wastewater service programs in Antioch, Bay Point, and Pittsburg. One of the best ways to prevent pollutants from entering our local waterways is to remove them from streets before wind, rain, and water carry them into the storm drain. Anything on the streets, sidewalks, parking lots, or driveway can wash into storm drains and is carried directly to local waterways and the Delta without treatment. Street sweeping is particularly important during the winter months when we often experience our most heavy rainfall, which can result in debris blocking storm water facilities and causing local flooding. Equally important, but often less visible, is the safe removal of hazardous waste, such as metal particles, engine fluids, and motor oils, which are left by our vehicles every day and extremely harmful to our drinking water, fish, and wildlife in our local waterways.In 2008, Delta Diablo (District) implemented a Sewer System Management Plan (SSMP) pursuant to State Water Resources Control Board Order 2006-0003, Statewide General Discharge Requirements of Sanitary Sewer Systems. The goal of the SSMP is to minimize the frequency and severity of sanitary sewer overflows (SSOs). The SSMP covers the management, planning, design, operation, and maintenance of the District’s sanitary sewer system. The District’s Board adopted the SSMP Development Plan and Schedule at its meeting on July 11, 2007, approved the final SSMP on April 8, 2009, and approved the Updated SSMP as revised by Order No. 2013-0058-EXEC on December 11, 2013. 

Household hazardous wastes (HHW) are the leftover or unused portions of chemicals and products used to clean and maintain your home.  These materials are often labeled CAUTION, WARNING, DANGER, POISON, TOXIC, FLAMMABLE, or CORROSIVE. Delta Diablo (District) has been providing recycled water services for industrial and landscape customers since 2000. Using recycled water offers safe, reliable, and drought-tolerant supplies which protects the Sacramento-San Joaquin Delta System.  Our recycled water facility has generated 26 Billion gallons of recycled water to date. Each day nearly six million gallons of recycled water is generated and used for cooling at two power-generating plants (90%), as well as landscape irrigation at two golf courses and 12 city parks (10%) in our service area.
