When fluorescent lamps are properly handled through recycling, the mercury and all other components of the lamp can be reclaimed and reused. Mercury is a naturally occurring chemical element that is pervasive in our environment. It occurs in deposits throughout the world and is toxic in every form. In the United States, the Environmental Protection Agency (EPA) is charged with regulating and managing the generation, handling, treatment, and disposal of mercury as a hazardous waste. Several laws give the EPA this authority. Most states, including Colorado, have additional regulations relating to the disposal of any mercury-containing device. The United States Clean Air Act, passed in 1990, put mercury on a list of toxic pollutants that need to be controlled to the greatest possible extent. Ever-increasing human health and environmental concerns, liability issues associated with hazardous waste removal and treatment, and efforts to prevent mercury-containing waste from being sent to landfills, show the importance of recycling mercury-containing products. Businesses are being held responsible for their waste that has been determined to be hazardous and is later found in landfills. They can be subject to retroactive clean-up costs under EPA regulations and can face fines up to $250,000 per occurrence.

Mercury is a necessary component in the production of fluorescent lamps and mercury-vapor lamps. Electricity passes through the mercury vapor in a phosphor-containing glass tube to produce short-wave ultraviolet light which then causes the phosphor to fluoresce, making visible light.

Because mercury and most of its compounds are extremely toxic, it must be handled very carefully. Unbroken lamps are safe to handle and use and are much more energy efficient than incandescent bulbs. However, in case of spills involving mercury (such as from a broken fluorescent light bulb) specific cleaning procedures should be used to avoid toxic exposure to workers who handle these materials. Mercury vapor can be inhaled and absorbed through the skin and mucous membranes. Elevated airborne levels of mercury exist in the vicinity of recently broken lamps. When lamps are thrown into a dumpster, breakage en route to or upon arrival at a landfill can release mercury into the environment where it eventually enters the water supply and then moves up the food chain. One teaspoon of mercury can contaminate a 20-acre lake forever.
