Östra Göinge Renhållnings

ÖGRAB is a municipal joint-stock company owned equally by Osby and Östra Göinge municipalities. ÖGRAB maintains the municipal clean-up obligation regulated in Section 18 of Chapter 15 of the Environmental Code. In practical terms, this means that ÖGRAB collects waste from households, industries and other activities within Osby and Östra Göinge municipalities. After reloading and sorting, the waste is then sent on for treatment at ÖGRAB's partners. In total, ÖGRAB provides service to approximately 25,000 residents or approximately 13,000 households as well as companies and traders.

History

Östra Göinge Renhållning AB (ÖGRAB) is a municipal company owned equally by Osby and Östra Göinge municipalities. ÖGRAB is tasked with collecting, transporting and treating the waste generated in the municipalities. The largest part of the waste comes from households, but we also take care of waste from companies and municipal operations such as preschools and nursing homes.

A CEO leads the day-to-day work. The framework for the operation is set by a board consisting of politicians from the two owner municipalities, an equal number from each municipality.

Currently, the business is managed by 9 full-time employees, 2 part-time employees and 3 temporary employees. The operation of the recycling centers outside Kattarp is outsourced.

1972-12-04 The

company Östra Göinge Renhållning AB is formed.

1973 – 1997

The company runs the landfill in Kattarp entirely under its own auspices.

1997

The cleaning manager in Hässleholm Municipality becomes CEO of ÖGRAB, but the company is still run as a separate unit.

2001

Hässleholm Municipality forms a cleaning company; Hässleholms Renhållaire AB (HÄRAB). Jan Göransson becomes CEO of both companies and the collaboration between HÄRAB and ÖGRAB becomes ever closer.

2003

All administrative staff move from ÖGRAB's premises in Kattarp to HÄRAB's office in Vankiva. You continue to be employed in the respective companies, but manage the administration for both companies.

2007

The boards of ÖGRAB and HÄRAB decide that ÖGRAB's staff should be offered employment in HÄRAB. The personnel transfer is carried out during the year. ÖGRAB lives on as its own legal entity but no longer has any employees.

2009

Hässleholm municipality changes its corporate structure and HÄRAB is merged with Hässleholm Fjärrvärme AB. The new company, Hässleholm Miljö AB (HMAB) gets a new CEO when Jan Göransson retires. The Public Procurement Act makes it difficult to sign new cooperation agreements between HMAB and ÖGRAB. Discussions are held at the political level about how the cooperation should be able to continue.

2012-01-01

Due to the problems with finding legal solutions to the cooperation, the old cooperation agreements are terminated. On January 1, 2012, operations will return to ÖGRAB's own auspices. Staff are hired, the office is renovated and contracts with contractors are signed. ÖGRAB's operations consist of transshipment station and recycling center (ÅVC) in Kattarp as well as ÅVC in Knislinge, Sibbhult, Osby, Lönsboda and Killeberg as well as the completed landfill in Kattarp. 2012-04-01 The operation of the ÅVCs outside Kattarp is outsourced. Killeberg is run by Treby IF. Osby, Lönsboda Knislinge and Sibbhult are run by Tomas Pannwitz ensk.fa.

2012-06-01

The customer service for the cleaning subscriptions is taken over in-house.

New collection system introduced, 4-compartment.

Goals and vision

ÖGRAB's vision and objective is to conduct an efficient and economical cleaning operation with the greatest possible environmental consideration and to reduce the use of resources through practical application of the waste hierarchy in the EU's waste directive 2008/98/EC.

The company must strive to actively drive development in the waste management area with particular consideration of the environment, technical development, finances and personnel.

The company is tasked with actively implementing the owner municipalities' waste plan, as well as initiating the necessary changes and updates to the cleaning regulations and the waste plan for the municipalities.
