The regional operator was tasked with solving problems in the region related to the removal and processing of waste. More than 3 million tons of municipal solid waste is generated annually in the Oryol region.

The activities of LLC 'MC' Zelenaya Roshcha 'will streamline the entire system of MSW management, make it more transparent. Management Company Zelenaya Roshcha LLC began to directly fulfill its new duties from January 1, 2019. During the preparatory period, a lot of work was done: legal and regulatory frameworks were developed and approveddocuments regulating the activities of the reoperator, in particular, the territorial waste management scheme, adopted standards for the consumption of MSW, approved a single tariff and payments for various categories of the population, developed contract forms and much more. At the same time, during the preparatory period, active work was carried out to create an infrastructure for waste management. It is planned to put into operation five complex facilities for processing, recycling, neutralization, disposal of solid municipal waste, four inter-municipal waste transfer stations, the same number of modernized facilities for processing, recycling, neutralization of solid municipal waste, four landfills for municipal solid waste.

OOO MC Zelenaya Roshcha was established by Oryol Region Development Corporation JSC and is a state-owned company. This fact, according to the governor of the Oryol region A.E. Klychkov , should have a positive impact on building productive cooperation with authorities and fulfilling obligations to citizens.
