Valorfrit was founded on December 20, 2004, to provide a collective solution to the regional take-back obligations applicable to edible fats and oils, which can be used for deep-frying foodstuffs. To this end, shortly after its creation 3 Valorfrit negotiated similar environmental policy agreements (MBO), in collaboration with Fevia and Comeos, with the regional authorities.
In 16 years, Valorfrit and its partners have succeeded in establishing a strong system for the collection and processing of used cooking oils and fats.
Based on its participation model, with a culture of consultation between the various stakeholders: governments, professional federations and individual stakeholders, Valorfrit has succeeded in achieving changes in the policy framework regarding take-back obligations. This was made possible, among other things, by:
Since 2004, the sales value of the used deep-frying fats and oils has increased continuously, as a result of which it has evolved from a waste stream with a negative value to the current strongly positive value. The evolution has had a very positive influence on the collection of used frying fats and oils from professional users.
The influence on the collection of used deep-frying fats and oils from households was less significant, since their collection depends on voluntary delivery by private individuals at the container park. However, the revenues for the intermunicipal companies (which manage the collection contracts) have seen a similar positive evolution.
In both cases, the evolution of the market value no longer justified the payment of environmental contributions by the producers, importers and distributors of Valorfrit members (and thus indirectly also to the consumer), in order to finance its activities, defined by the environmental policy agreements.
A second element emerged during the evaluation of the environmental policy agreements: the collection targets for the professional streams had been achieved. It was clear that collection could hardly improve in the coming years, as the affiliated Valorfrit collectors collected more than 90% of the total potential of the professional market.
However, no uniformity was achieved in the 3 regions, which is why we are today, which Valorfrit regrets.
Flanders:
Abolition of the take-back obligation.
Wallonia
The take-back obligation for deep-frying oils and fats of domestic and professional origin is still in force. In contrast to Flanders and Brussels, the regulatory framework has not changed in recent years.
Brussels Capital Region
Reporting obligation of the quantities placed on the (Belgian) market, the quantities collected (in the Brussels-Capital Region) and their destinations,
Objective to increase the amounts collected from households by 20% by 2020 (compared to 2011),
The collection, sorting and processing costs are initially borne by the proceeds,
