The Eco.Lan SpA is a company with total public capital (Euro 3,047,850.00 iv) consists of 63 shareholder municipalities (equivalent to 71 common), and satisfying the needs related to the integral management of waste or collection, transportation , recovery / recycling and disposal of urban waste of a population of about 220,000 inhabitants, residing in the vast territory of Frentano, Sangro-Aventino, Ortonese-Marrucino and Alto Vastese.
The company, established on December 28, 2010 and operational from March 23, 2011 with the transformation of the Lanciano Waste Disposal Consortium, has the characteristics of in house providing, or the company is wholly publicly owned, has similar control by the entrusted shareholder municipalities and carries out the main activity in favor of the shareholder municipalities (over 80% of turnover); provides integrated services for the management of the urban and similar waste cycle in the territory of its municipalities, such as: door-to-door collection service, transport, recovery and recycling of differentiable fractions, disposal of urban and similar waste that cannot otherwise be differentiated and everything else be consequential to the management of the aforementioned activities, including the construction and management of the related plants.
Misson
Eco.LanS.pAn has the primary objective of developing and implementing an Integrated Urban Waste Management System by implementing and developing initiatives that are in line with the provisions of current legislation and aimed at developing an efficient and effective environmental policy, both through a progressive and programmatic action aimed at reducing waste, both through the achievement of the differentiated collection objectives set by law. All this through the development of an adequate plant network and an effective, efficient and economical management system of urban hygiene services.
Therefore, Eco.LanS.pA has always maintained an economic and financial equilibrium that made it possible to close the financial years in profit, without the need for any intervention by the shareholder bodies to cover budget losses and service costs, certified upon approval of the annual financial plans, they are contained and in any case comparable with market costs.
In organizing the services provided to the shareholder Municipalities and in particular in the organization of the urban hygiene service, our Company tends to guarantee and apply sustainable management rates, as an in-house public company does not have the objective of maximizing profits, rather, to maximize the quality of services and this, in the specific case, is feasible in the light of the experience and skills acquired by Eco.LanSpA (think that in-house companies must not make profits which, instead, in the case of private management reach average values ​​equal to about 10-15% of the costs and which naturally have repercussions on the tariff to be applied to citizens).
The cost-effectiveness of the choice of in-house credit by the shareholder Municipalities is also attributable to the safeguarding of the value of the local authority asset, in line with the obligation of optimal use of public resources, sanctioned by art. 97 of the Constitution; an obligation that does not only concern current management but also the equity and market value of the same.
The in-house assignment also guarantees to the shareholder Municipalities the maximum technical / administrative control over urban hygiene services with the possibility of “remodeling” the assignment in relation to new needs that have arisen for the Municipal Administrations.
Ultimately, Eco.LanS.pA guarantees the requirements of efficiency, effectiveness and cost-effectiveness to which the municipal administrations must strive.
OBJECTIVES AND STRATEGIES OF ECO.LAN SPA
The primary objective of Eco.LanS.pA is to organize an integrated management system for urban and similar waste in the area of ​​competence according to criteria of efficiency, effectiveness and cost-effectiveness.
The planning of the corporate strategy must develop in such a way as to diversify the fields of action and offer the Municipalities partners rapid solutions to every need relating to the collection, transport and treatment of the waste produced.
With this in mind Eco.LanS.pA intends to develop its industrial plan according to two defined business branches, specifically:
Implementation of separate waste collection services (RD) in the shareholder municipalities through the expansion of the current corporate organization and the current assets of movable and immovable property;
Adaptation and expansion of the ' Plant Pole ' which must develop and optimize in harmony with separate waste collection services (RD) provided to the Municipalities, must therefore aim at maximizing the recovery of the treated waste both for the dry part ( Expansion of the Type A Ecological Platform ) both for the organic component ( composting plant / anaerobic digester for the production of composted fertilizer for agriculture), and to ensure the disposal of waste from the aforementioned plants (service landfill for the disposal of non-hazardous waste).
