TOP Umweltservice GmbH was set up by the community association for environmental protection and tax collection in the Melk district (owner) as the operating company for the Lower Austria-West recycling center.
Objectives
Our declared goal is to be a service point for the disposal, treatment and recycling of waste and old materials, and to establish ourselves as a service partner regionally and nationally at the highest possible level.
History
The former waste composting plant Pöchlarn was built by the Lower Austrian Environmental Protection Agency on a 2.7 hectare property in the KG Wörth (Gem. Pöchlarn), 2 km from the village of Ornding.
In close cooperation with the community association for environmental protection, an organized, comprehensive waste disposal could be offered for the entire district of Melk.
Since 1978 , the facility has been used to process unsorted household waste, with the organic waste components being processed into a usable product (garbage compost).
In 1984 the waste composting plant was expanded to include a mechanical pre-shredding system (rotary shears) in order to be able to process the constantly increasing amounts of waste better.
With the introduction of waste separation in 1989, other prerequisites for the operation of the plant arose:
Since then, organic waste has already been collected separately in the household (organic waste bin) and composted at the Pöchlarn plant on a composting area specially built for this purpose.
The mechanical-biological rotting plant was then used to treat specific waste (cemetery waste, etc.).
The first waste material hall was built in 1990 , which meant that three years before the Packaging Ordinance came into force, a facility for the separate collection and recycling of different types of paper and plastic was available.
In 1994 , a transfer station for landfill waste and a larger waste material hall with a stationary baling system were built.
After a fire in the summer of 1998 , these two structures had to be rebuilt.
In 2003 , a processing plant was built, where waste from the recycling of old glass can be further broken down and largely recycled.
At the beginning of 2004 , the Pöchlarn plant was sold to the municipal association for environmental protection and tax collection in the Melk district.
TOP Umweltservice GmbH was set up as the operating company.
In 2005 another warehouse and a container ramp (WSZ) were built.
In 2007 , a project to modify the existing mechanical-biological rotting plant was submitted for approval under waste law. Since the plant was commissioned, commercial waste has been processed by regional industrial and commercial enterprises using shredders, sieves and other separation units.
To date, a total of around 15 million euros has been invested in systems to protect the environment.
