Joint Enforcement Action Launched to Tackle Unlicensed Scrap Metal Collectors
The multi-agency team will launch a tough inspection campaign, whereby suspect vehicles will be stopped and checked.
SEATTLE (Scrap Monster): Five TeesValley Councils have joined hands to launch a new operation aimed at tackling unlicensed scrap metal collectors.
The ‘Operation Haddock’ was launched by Darlington, Stockton, Middlesbrough, Hartlepool and Redcar & Cleveland councils in association with enforcement officials from police from Cleveland and Durham Specialist Operations Unit, the Driver and Vehicle Standards Agency (DVSA) and the Department for Work and Pensions (DWP).

The task force had recently conducted visits to various scrap metal sites across the region, as part of raising awareness on the obligations of operators and collectors. A social media campaign was also successfully conducted among households and sector employees.
The multi-agency team will launch a tough inspection campaign, whereby suspect vehicles will be stopped and checked. The drivers will have to produce their license. Moreover, they will be responsible for all scrap materials. The team will have the authority to conduct random inspection at scrap metal sites further to special intelligence reports on doubtful transactions involving scrap metal theft.
Councillor Jonathan Dulston urged residents to deal with only licensed scrap metal operators. It must be noted that all businesses involved in buying and selling of scrap metal are required to obtain license from local authority, as per the Scrap Metal Dealers Act 2013. Creating awareness among householders on their legal duty and educating operators and collectors, coupled with strict enforcement activity is expected to tackle illegal scrap metal trade, Dulston added.
